the reason mirror sites can offer payid when main sites cant is theyre using intermediary payment processors
you send payid to the processor > processor credits casino account > when you withdraw processor sends back via payid
so from one side not obviously something illegal but on the other there are some other dowsides like additional fees, extra verification layer and overall more points of failure
